Technical Change: The cycle of managing ongoing enhancement requests through user and stakeholder interaction required the editors of the system to need advanced GIS training. It also required mappers to keep up with significant releases from the product owner, Esri.
People Change: Required significant knowledge increase and learning by mappers and editors of the GIS system in the backend to be able to mature over time in supporting the stakeholders requesting enhancements or raising issues within the system.

Required to involve critical influencers to regularly review the accuracy and quality of the digital leak survey maps and the intake form during the pilot phase, before going to full deployment. Also required is business stakeholders’ involvement in testing the durability of the software and hardware in heat, remote geographic areas, and dense urban areas for performance.

Required to involve critical influencers to regularly review the accuracy and quality of the scanned as-built records during the pilot phase, before going to full deployment. Significant time spent on how the many pages of the record would be organized and easily accessible for each particular key user group.
